Tigard is explicit where most Oregon cities are vague: “If you rent out property you are required to have a business license. This includes short- and long-term residential property and commercial property.” The license is issued under Tigard Municipal Code Chapter 5.04, which makes it “unlawful for any persons. to engage in any business without having first obtained a business license” (§ 5.04.040).
The fee is scaled by employees working in Tigard — $121 for an owner with no employees, effective 1 July 2026. The license year runs 1 January to 31 December and the annual fee is due by 1 January. Operating without one is a Class 2 civil infraction, and late payment carries a delinquency penalty of 10% per month, capped at 100% of the license fee (§ 5.04.190). One rented house is enough to trigger it.
Oregon caps annual rent increases statewide, and the number resets every year. For 2026 the Department of Administrative Services, Office of Economic Analysis published a maximum of 9.5% for tenancies subject to ORS 90.323 — the lesser of 10%, or 7% plus CPI. A separate 6% applies to manufactured-dwelling facilities with more than 30 spaces (ORS 90.600(1)). Three rules travel with the cap.
Rent cannot be raised at all during the first year of a tenancy. Any increase needs at least 90 days’ written notice, or 7 days for a week-to-week tenancy. And a unit whose first certificate of occupancy issued less than 15 years before the notice is exempt from the cap entirely — which matters across Tigard’s newer Triangle and Bull Mountain stock. A landlord who exceeds the cap owes the tenant three months’ rent plus actual damages.

Our current average time is 14-21 days but depending on price and location it can be anywhere between 3-20 days in general.
Tenants will submit their request via their online account. Our platform will automatically send out bid requests from our extensive vendor network. We will surface the bid to you for your approval and then coordinate with the vendor and tenant to get the issue resolved.
To date we have done on-demand without any major issues. We carry an additional $50k in liability insurance to cover any damages, beyond your coverage, that may occur. Should a key go missing, we will have the locks rekeyed at our cost.
Depends on the location of the property. But at the very least, it needs to be free of clutter and trash, it needs to have been professionally cleaned or cleaned to that quality. Flooring and paint go a long way in making a rental feel refreshed.
We can usually schedule to come out to take photos, do a walk-through and take keys within 24-48 hours. We prefer to take photos when the property is completely empty and move-in ready and can generally get a listing online within 24-48 hours of taking photos.
