West Linn defines a short-term rental as occupancy of 30 days or less and regulates it as a home occupation under Chapter 37 of the Community Development Code. The conditions rule out the investor model: the owner must reside in the primary structure, on-site parking must be provided, and the rental must remain a secondary use. Absentee short-term rentals are prohibited.
An operator also needs a city business license and a home occupation permit, and Ordinance 1725 imposes a 6% transient lodging tax on short-term rental receipts, remitted monthly by the 15th for the prior month, less a 5% collection expense. The city’s business license definition already reaches landlords — it covers “owning, leasing, or renting personal property or rental units within the City” — with the license year running 1 July to 30 June and renewals due in June.
West Linn’s market runs on applications, and ORS 90.295 governs what a landlord may charge to process one. A screening charge may cover only the actual cost of obtaining information about the applicant — references, credit and background reports — and only one charge per applicant in any 60-day period.
Before accepting the money the landlord must give the applicant written notice of the amount, the screening criteria, the process used, the applicant’s right to dispute the accuracy of information, any appeal rights, the non-discrimination policy, the rent and required deposits, any renter’s liability insurance requirement, and the applicant’s right to a refund. The charge must be refunded within 30 days if the unit is filled before the applicant is screened, or if the applicant withdraws before screening. An applicant may recover twice the charge paid plus $250.

Our current average time is 14-21 days but depending on price and location it can be anywhere between 3-20 days in general.
Tenants will submit their request via their online account. Our platform will automatically send out bid requests from our extensive vendor network. We will surface the bid to you for your approval and then coordinate with the vendor and tenant to get the issue resolved.
To date we have done on-demand without any major issues. We carry an additional $50k in liability insurance to cover any damages, beyond your coverage, that may occur. Should a key go missing, we will have the locks rekeyed at our cost.
Depends on the location of the property. But at the very least, it needs to be free of clutter and trash, it needs to have been professionally cleaned or cleaned to that quality. Flooring and paint go a long way in making a rental feel refreshed.
We can usually schedule to come out to take photos, do a walk-through and take keys within 24-48 hours. We prefer to take photos when the property is completely empty and move-in ready and can generally get a listing online within 24-48 hours of taking photos.
