Draper counts your doors: no business license under four houses, but every short stay needs two approvals

Draper draws two lines that no other city draws the same way. On long-term rentals the threshold is numerical: “a business license is only required if four (4) or more single-family homes or duplexes are rented out in Draper for any duration of time,” while a multi-family dwelling of three or more units always requires one. Own three Draper houses and you are outside the license; buy a fourth and you are inside it. On short stays the rules are dense. A short-term rental is “a residential unit, or portion of a unit, offered for occupancy for less than 30 consecutive days,” with a minimum stay of two nights, and you need both a business license and a short-term rental permit before operating.

STRs are allowed in any zoning district that permits residential uses provided both approvals are secured; only one rental per residential unit is allowed; the renter must be 21 or over; the permit runs one year and renews annually; and the host must be available by phone 24 hours a day during a rental and respond to complaints within 30 minutes. Internal ADUs are ineligible, though a properly permitted detached ADU may qualify. Parking is two off-street spaces plus half a space per bedroom beyond two, rounded up. A fire extinguisher, smoke alarms and carbon monoxide alarms are required. Operating without a permit violates city code and “each day of noncompliance is considered a separate offense,” with the first three violations in 12 months treated as infractions and enforcement escalating after that.

The state, not Draper, decides whether your internal accessory unit is allowed

Utah Code 10-9a-530, enacted by H.B. 82 in 2021, took the internal accessory dwelling unit out of municipal discretion. A municipality must permit an internal accessory dwelling unit as a permitted use in areas zoned for residential use, and may not restrict its size, the lot size, street frontage, or internal connectivity to the primary dwelling.

What a municipality may still do is narrower than most owners expect but sharper than they hope: it may prohibit renting an IADU where the dwelling is not the owner’s primary residence; it may prohibit renting it for less than 30 consecutive days; it may require one additional on-site parking space, though not where four off-street spaces are already required; and it may require a permit or license for renting it. That last cluster is exactly how Draper’s short-term rental rules exclude internal ADUs while allowing a permitted detached ADU to qualify. Read 10-9a-530 alongside the city rule, not instead of it.

Do I need a Draper business license for one rental house?

No. Draper requires a business license only if four or more single-family homes or duplexes are rented out in Draper for any duration; a multi-family dwelling of three or more units always requires one. A short-term rental is different — it needs both a business license and a short-term rental permit regardless of how many properties you own.

Can I list my Draper basement apartment on Airbnb?

Our current average time is 14-21 days but depending on price and location it can be anywhere between 3-20 days in general.

Tenants will submit their request via their online account. Our platform will automatically send out bid requests from our extensive vendor network. We will surface the bid to you for your approval and then coordinate with the vendor and tenant to get the issue resolved.

To date we have done on-demand without any major issues. We carry an additional $50k in liability insurance to cover any damages, beyond your coverage, that may occur. Should a key go missing, we will have the locks rekeyed at our cost.

Depends on the location of the property. But at the very least, it needs to be free of clutter and trash, it needs to have been professionally cleaned or cleaned to that quality. Flooring and paint go a long way in making a rental feel refreshed.

We can usually schedule to come out to take photos, do a walk-through and take keys within 24-48 hours. We prefer to take photos when the property is completely empty and move-in ready and can generally get a listing online within 24-48 hours of taking photos.

IOur property management contract can be used for both tenant placement and property management. Our property management fee is tied together with rent collection, so if we aren’t collecting rent through our platform then we aren’t charging our property management fee.
