Denver is the rare Colorado city that licenses ordinary long-term rentals. Council Bill 21-0420, the “Healthy Residential Rentals for All” ordinance passed in May 2021, created Article VIII of Chapter 27 of the Denver Revised Municipal Code, sections 27-191 through 27-203, with the fee provision added at DRMC 32-105. Multi-unit properties had to be licensed by 1 January 2023 and single-unit rentals by 1 January 2024, so there is no grace period left. A license runs four years from issuance and ends early if ownership changes.

Before it issues you must have the unit inspected by a certified third-party home inspector you hire — not a city inspector — and the inspection has to be completed within 90 days of the application date. The ordinance text sets a $25$50 application fee for a single unit plus a separate annual license fee, reported at $50. Enforcement is real: Denver has issued $150 administrative penalties escalating to $500 and $999 tickets, with $999 per day possible after the first maximum penalty.

House Bill 24-1098, codified at C.R.S. 38-12-1301 and following and effective 19 April 2024, removed the landlord’s old freedom simply to decline a renewal. Cause is now required both to evict and to refuse to renew. Alongside the fault grounds there are six no-fault grounds, including demolition or conversion, substantial repairs, occupancy by the owner or a family member, and sale of the property.

Where the tenancy has run more than 12 months the tenant is entitled to 90 days’ written notice. Reported penalty exposure for getting it wrong runs up to three times monthly rent or $5,000, plus damages and attorney fees. The statute does not reach short-term rentals, certain owner-occupied situations, employer-provided housing, or tenants who have been in place under 12 months — which is exactly why a Denver owner planning a sale or a move-in should map the notice calendar before listing.

Denver property management questions

Do I need a license to rent out a house in Denver?

Yes. Denver Revised Municipal Code Chapter 27, Article VIII, sections 27-191 to 27-203, requires a residential rental property license for every residential rental. Multi-unit properties were due by 1 January 2023 and single-unit rentals by 1 January 2024. The license lasts four years, ends if ownership changes, and requires an inspection by a certified third-party inspector completed within 90 days of application.

What happens if I rent out a Denver property without a license?

Our current average time is 14-21 days but depending on price and location it can be anywhere between 3-20 days in general.

Tenants will submit their request via their online account. Our platform will automatically send out bid requests from our extensive vendor network. We will surface the bid to you for your approval and then coordinate with the vendor and tenant to get the issue resolved.

To date we have done on-demand without any major issues. We carry an additional $50k in liability insurance to cover any damages, beyond your coverage, that may occur. Should a key go missing, we will have the locks rekeyed at our cost.

Depends on the location of the property. But at the very least, it needs to be free of clutter and trash, it needs to have been professionally cleaned or cleaned to that quality. Flooring and paint go a long way in making a rental feel refreshed.

We can usually schedule to come out to take photos, do a walk-through and take keys within 24-48 hours. We prefer to take photos when the property is completely empty and move-in ready and can generally get a listing online within 24-48 hours of taking photos.

IOur property management contract can be used for both tenant placement and property management. Our property management fee is tied together with rent collection, so if we aren’t collecting rent through our platform then we aren’t charging our property management fee.
