Colorado Springs splits short-term rentals into owner-occupied and non-owner-occupied — and the second kind is squeezed

Colorado Springs runs one of the most zoning-driven short-term rental permit systems in the state. Under City Code 7.5.1702 a permit belongs to a specific owner and is not transferable, and 7.5.1704.F bars issuing a short-term rental permit for a property that does not have a Certificate of Occupancy. An owner-occupied short-term rental — owner in residence at least 185 days a year — is allowed in every residential zone.

A non-owner-occupied unit is not: since 26 December 2019 it has been shut out of single-family zones, limited to R-2 and multifamily districts, and required to sit 500 feet from another non-owner-occupied short-term rental in other districts. Listing limits stack on top: one in single-family zones, two in R-2, four in multifamily, and two condominium units per owner, with maximum occupancy governed by City Code 7.3.301.C.5(h). The permit costs $124.95 annually, is valid for one year, and there is no grace period — a non-owner-occupied owner who misses renewal can forfeit the permit outright. Liability insurance of at least $500,000 is required.

One rent increase per 12 months, and 60 days' notice if there is no written lease

Colorado Springs owners with long-tenured military and contractor tenants run into this constantly. C.R.S. 38-12-702 bars increasing the rent more than once in any 12-month period of a tenant’s consecutive occupancy, and it applies regardless of the lease type — so a month-to-month arrangement does not reset the clock every month, and rolling a tenant from a fixed term onto a periodic tenancy does not buy you a second increase in the same year.

Where there is no written agreement, C.R.S. 38-12-701 requires at least 60 days’ written notice of a residential rent increase, and it expressly bars using a notice to quit as a way around the increase rules. In a market where the Colorado Springs median sits at $1,359 and is down 1.5% year over year, the practical answer is to get the number right once a year rather than to plan a mid-year correction you cannot lawfully make.

Our current average time is 14-21 days but depending on price and location it can be anywhere between 3-20 days in general.

Tenants will submit their request via their online account. Our platform will automatically send out bid requests from our extensive vendor network. We will surface the bid to you for your approval and then coordinate with the vendor and tenant to get the issue resolved.

To date we have done on-demand without any major issues. We carry an additional $50k in liability insurance to cover any damages, beyond your coverage, that may occur. Should a key go missing, we will have the locks rekeyed at our cost.

Depends on the location of the property. But at the very least, it needs to be free of clutter and trash, it needs to have been professionally cleaned or cleaned to that quality. Flooring and paint go a long way in making a rental feel refreshed.

We can usually schedule to come out to take photos, do a walk-through and take keys within 24-48 hours. We prefer to take photos when the property is completely empty and move-in ready and can generally get a listing online within 24-48 hours of taking photos.

IOur property management contract can be used for both tenant placement and property management. Our property management fee is tied together with rent collection, so if we aren’t collecting rent through our platform then we aren’t charging our property management fee.
