Because Palm Harbor is unincorporated, there is no municipal short-term rental ordinance to look up; Pinellas County regulates it directly. The Board of County Commissioners adopted a short-term rental ordinance on 25 March 2025, and the resulting Certificate of Use program — Ordinance 25-15, with standards at Pinellas County Code section 138-3232 — applies only to unincorporated Pinellas, Palm Harbor included.
A short-term rental is any home or unit rented for less than 30 days more than three times a year, or advertised for regular guest rentals; rooms rented inside an owner-occupied home are exempt. The Certificate of Use costs $450 a year, the initial inspection is $150, re-inspection is $100 and inspections repeat every two years. Occupancy is capped at two guests per bedroom plus two more in one common area, never above ten, with one off-street space per three occupants.
Florida Statute 83.49 runs on two clocks, and a Palm Harbor owner who confuses them loses the right to keep a cent. If you make no claim against the deposit, you have 15 days from the end of the tenancy to return it with any interest owed. If you intend to impose a claim, you have 30 days to send written notice of that claim by certified mail to the tenant’s last known mailing address; the tenant then has 15 days to object in writing, and you must deduct the approved claim and remit the balance within 30 days of the notice.
The same section governs how the money is held — a separate non-interest-bearing Florida account, a separate interest-bearing account, or a surety bond with the clerk of the circuit court — and requires written notice of that arrangement within 30 days of receiving the deposit. The holding and notice subsection does not apply to a landlord who rents fewer than five individual dwelling units.

Tenants will submit their request via their online account. Our platform will automatically send out bid requests from our extensive vendor network. We will surface the bid to you for your approval and then coordinate with the vendor and tenant to get the issue resolved.
To date we have done on-demand without any major issues. We carry an additional $50k in liability insurance to cover any damages, beyond your coverage, that may occur. Should a key go missing, we will have the locks rekeyed at our cost.
Depends on the location of the property. But at the very least, it needs to be free of clutter and trash, it needs to have been professionally cleaned or cleaned to that quality. Flooring and paint go a long way in making a rental feel refreshed.
