California screening: Copy of the credit report

In California the first thing that binds at the application stage is copy of the credit report. Under Civ. This is automatic — the applicant does not have to ask.

The other one owners get wrong here is order-of-application / ab 2493: a landlord may charge a screening fee only by choosing one of three paths: (1) consider completed applications “in the order in which the completed applications were received” and approve the first applicant meeting the established criteria; (2) accept a reusable screening report no more than 30 days old and charge nothing; or (3) charge multiple applicants and refund the full fee to every applicant not selected — within 7 days of selecting a tenant, or 30 days after receipt if no one is selected. (AB 2493 (2024), amending Civ. Code 1950.6, effective 1 Jan 2025).

Altadena is unincorporated, so the operative law is the Los Angeles County Code, Chapters 8.52 and 8.57.
